Hey please help me I am depressed and I am not getting the solution of this problem
When I enter me website it shows
Parse error: syntax error, unexpected ‘define’ (T_STRING), expecting ‘,’ or ‘)’ in /storage/ssd1/570/16576570/public_html/wp-config.php on line 32
Please help me to troubleshoot this problem

So like it says there is an issue with wp-config.php file on line 32.
This is a user issue that you can resolve yourself and not related to 000webhost.
On this occasion for you I have followed my own tutorial
So coming from the rate limiting thread -
It would appear a lot of users are still reinstalling / fresh installing / wiping out their work they’ve done on the first correct installation.
DO NOT REINSTALL.
Simply wait out the rate limiting.
If you have unfortunately wiped your work / reinstalled then fingers crossed it has created a new database and not overwritten the previous one all your work is saved in.

put the configuration details into wp-config.php ensuring no errors are present like you had.
site loads in the browser.
