"An unexpected error occurred" when adding WP theme or plugin

I just created the website https://wickedgaragereviews.000webhostapp.com/ and installed WordPress. When I try to add a new theme or plugin I get the error: An unexpected error occurred…

When I check the site health the specific error is:

Your site is unable to reach WordPress.org at 198.143.164.251, and returned the error: cURL error 7: Failed connect to api.wordpress.org:443; Connection timed out

I’ve already tried resetting the website and doing a fresh install of WordPress but I get the same error again.

Try other hosting sorry we can’t really provide hands on support for our free users there simply isn’t the resource for it.
We provide free hosting and basic support regarding account issues, since this isn’t an account issue and I’ve tried the fix website option, you’ve tried the reset then there is an issue somewhere between that we can’t resolve for you.

Last hope is deleting your website and trying a new URL to see if you are allocated to a new server ( no we can’t do this for you manually ) and in hopes the new server is possibly not blacklisted by WordPress servers it may start working.

I could install WordPress in the first try on https://skateboardgeek.000webhostapp.com/ - perhaps there was a bug, try again.
